Utility Bill Assistance

The Citizens Energy Oil Heat Program

  • has delivered millions of gallons of discount home heating oil to poor and elderly households in Massachusetts and other cold weather states since 1979.  This unique program helps protect needy families from volatile heating oil prices, which often leave households having to choose between heating the home and paying for other life essentials, such as food, health care, or clothing.

  • Are you having difficultly affording safe utility service? There are a number of programs that may be available to help. Depending on where you live, how many people are in your household and how much money you make, you may be eligible for assistance. Contact your utility company for additional information on the specific programs they have available.

Bill Assistance Programs

Here is a list of state bill assistance programs. Municipal government or non-profit organizations may also offer bill assistance options.

Maryland Pharmacy Assistance Program

  • The Maryland Pharmacy Assistance Program can help low income people buy prescription medicine. The income and asset limits are higher than Medicaid.

Maryland Children’s Health Program (MCHP)

  • The Maryland Children’s Health Program (MCHP) gives full health benefits for children up to age 19, and pregnant women of any age who meet the income guidelines. MCHP enrollees obtain care from a variety of Managed Care Organizations (MCOs) through the Maryland HealthChoice Program.
  • Those eligible for MCHP are:  Children under age 19, who are not eligible for Medicaid, and whose countable income is at or below 200% of the federal poverty level (FPL); Pregnant women of any age, whose countable income is at or below 250% FPL; and Uninsured (NOTE: In some instances, having health insurance will not prevent eligibility for MCHP. Even if you have health insurance, it’s best to apply and let the case manager assigned to your application determine whether your health insurance will affect your eligibility for MCHP.)

Primary Adult Care Program (PAC)

  • Primary Adult Care offers health services to people 19 and over who make limited amounts of money each year.
  • Coverage of the program are: Free visits to a family doctor; Free outpatient visits to a counselor or psychiatrist for mental health services; Lower-priced or no-cost prescription drugs.
  • Eligibility requirements: At least 19 years of age; not qualified on Medicare and needs to meet income and asset conditions.

Maryland Health Insurance Plan (MHIP)

  • MHIP is a state-managed health insurance program for Maryland residents who have been unable to obtain health insurance from other sources.
  • The Maryland General Assembly established the Maryland Health Insurance Plan under the Health Insurance Safety Net Act of 2002. A Board of Directors governs the plan, which operates as an independent unit of the Maryland Insurance Administration.

Child Care Subsidy (CCS) Program

  • The purpose of the Child Care Subsidy (CCS) Program is to provide financial assistance with child care costs to eligible working families through each local department of social services. The CCS Program issues vouchers to eligible families in need of help with the cost of child care. To receive this assistance, families must meet certain requirements. In addition to help with the cost of child care, families can receive help locating a licensed child care provider.

Maryland Senior Prescription Drug Assistance Program

  • The Senior Prescription Drug Assistance Program (SPDAP) is a subsidy program established by the Maryland General Assembly in 2005 to provide financial assistance to moderate-income Maryland residents who are eligible for Medicare and are enrolled in a prescription drug plan.
  • To participate in the Senior Prescription Drug Assistance Program, individuals must meet the following eligibility requirements: show residency in Maryland for at least six months; be a Medicare recipient; and have an income at or below 300% of the Federal Poverty Level.

Maryland Energy Assistance Program (MEAP)

  • The Maryland Energy Assistance Program helps eligible families with the cost of heating in the winter.
  • MEAP offers a furnace efficiency service on a limited basis.
  • MEAP is available to all income eligible Maryland heating customers, both homeowners and renters, including roomer or boarder, regardless of whether you pay your heating costs.

Universal Service Protection Program (USPP)

  • Low income families facing utility cut-offs can benefit through the USPP program. This program allows MEAP eligible households to enter into a year-round even monthly payment program with their utility company. An even monthly payment plan is derived by using the estimated cost of the customer’s average annual utility usage minus the MEAP benefit.

Transitional Emergency Medical and Housing Assistance (TEMHA)

  • Provides essential medical, housing, and other services to low-income disabled adults who are ineligible for other categories of assistance
  • Must be a U.S. citizen or legally admitted alien who is a resident of Maryland and of the local jurisdiction at the time of application; must be unemployed and financially in need; must be determined to have an impairment for at least 3 months; must be ineligible for cash assistance from other government programs except if have SSDI or SSI applications pending; must agree to pursue other sources of income, and sign an Interim Payment Reimbursement Authorization if applying for SSI
