The Citizens Energy Oil Heat Program
- has delivered millions of gallons of discount home heating oil to poor and elderly households in Massachusetts and other cold weather states since 1979. This unique program helps protect needy families from volatile heating oil prices, which often leave households having to choose between heating the home and paying for other life essentials, such as food, health care, or clothing.

Here is a list of state bill assistance programs. Municipal government or non-profit organizations may also offer bill assistance options.
Elderly Pharmaceutical Insurance Coverage (EPIC) Program
- EPIC is a program for New York State resident 65 or older with annual income under $35,000 (single) or $50,000 (married) that helps them for the payment of their medications.
- Seniors with moderate incomes pay a low quarterly fee, and participate in the Fee Plan.
- Seniors with higher incomes must meet an annual deductible, and participate in the Deductible Plan.
- Those who pay a fee or those who have met their deductible pay a co-payment at the pharmacy when purchasing prescriptions.
- Child Health Plus is a health insurance for kids at New York State. Children who are not eligible for Medicaid can enroll in Child Health Plus, if they don’t already have health insurance and are not eligible for coverage under the public employees’ state health benefits plan. Depending on your family’s income, your child may be eligible to join either Children’s Medicaid or Child Health Plus.
Prescription Saver Card Program
- New York Prescription Saver is a pharmacy discount card that can lower the cost of prescriptions by as much as 60 percent on generics and 30 percent on brand name drugs. Just show the card at a participating pharmacy to avail the discount right at the counter. NYPS is sponsored by New York State and supported by pharmacies and pharmaceutical manufacturers who are generously providing these discounts to New York residents.
New York State RESTORE Program
- Residential Emergency Services to Offer (Home) Repairs to the Elderly (RESTORE) Program funds may be used to pay for the cost of emergency repairs to eliminate hazardous conditions in homes owned by the elderly when the homeowners cannot afford to make the repairs in a timely fashion.
- The program designs provide detail on selection of eligible recipients, construction monitoring, and ensuring compliance with program requirements. Eligible applicants are permitted to design programs as grants, loans, or both.
- The Homeless Housing and Assistance Program (HHAP) provides capital grants and loans to not-for-profit corporations, charitable and religious organizations, municipalities and public corporations to acquire, construct or rehabilitate housing for persons who are homeless and are unable to secure adequate housing without special assistance.
Bureau of Refugee and Immigrant Assistance (BRIA)
- The Bureau of Refugee and Immigrant Assistance (BRIA) within the Office of Temporary and Disability Assistance is the single state agency responsible for the implementation of services to refugees and for the administration of programs targeted at immigrants.
- Programs and services includes the following: provide assistance to refugees and their families in achieving economic and social self-sufficiency; aid legal immigrants in their transition to life in the U.S.; oversee state’s Citizenship Initiative and the New York Immigration Hotline; help repatriated citizens arrive safely at home; provide assistance to victims of human trafficking; and assure proper foster care for unaccompanied refugee and entrant minors.
Citizens Energy Oil Heat Assistance Program
- In partnership with CITGO, Citizens Energy works with thousands of oil heat dealers and local fuel assistance agencies in 23 states to provide deliveries of home heating oil to those in need. This year the Oil Heat Program provided eligible families a one-time delivery of 100 gallons of home heating oil.
- This unique program helps protect needy families from volatile heating oil prices, which often leave households having to choose between heating the home and paying for other life essentials, such as food, health care, or clothing.
- The HEAP emergency benefit component assists low-income New Yorkers who are facing a heat or heat related energy emergency and do not have resources available to resolve the emergency.
- Emergency HEAP benefits are based on income, available resources, the number of household members and the primary fuel type.
