State Government Assistance Programs

Here is a list of state bill assistance programs. Municipal government or non-profit organizations may also offer bill assistance options.

Temporary Assistance for Needy Families (TANF) program, also known as Work First

  • North Carolina’s Temporary Assistance for Needy Families (TANF) program, called Work First, and is based on the premise that parents have a responsibility to support themselves and their children. Through Work First, parents can get short-term training and other services to help them become employed and self-sufficient, but the responsibility is theirs, and most families have two years to move off Work First Family Assistance.

North Carolina Home Protection Program and Loan Fund

  • The North Carolina General Assembly created the Home Protection Program & Loan Fund (HPP) to “… assist North Carolina workers who have lost jobs as a result of changing economic conditions in North Carolina, when the workers are in need of temporary assistance to avoid losing their homes to foreclosure.”
  • The North Carolina Finance Agency (NCHFA) administers the Program in partnership with housing counseling agencies that collectively serve all 100 counties. Loan funds can help a homeowner pay their mortgage while they are looking for a job or training for a new one as well as help them bring their mortgage current.

North Carolina Health Choice for Children (NCHC)

  • North Carolina Health Choice (NCHC) for Children is a free or reduced price comprehensive health care program for children. The goal of the NCHC Program is to reduce the number of uninsured children in the State to ensure that the population served will be healthy and ready to learn and work.  If the family’s income is quite high to qualify for Medicaid yet cannot afford rising health insurance premiums, children may be eligible for this program.

Housing Assistance and Home Improvement

  • Housing Assistance and Home Improvement is an optional county service to assist seniors, adults and families who reside in independent housing be better informed about housing resources available to them and have a higher standard of living by utilizing one or more federal, state or local home improvement funding sources.

Free Prescription Drugs

  • North Carolina MedAssist exists to provide free medications to the uninsured by qualifying patients for patient assistance programs offered by pharmaceutical companies and dispensing them directly to patients. NC MedAssist serves as a Community Pharmacy dispensing free prescription medication to our neighbors who are uninsured. Residents of North Carolina can qualify for our services if they are at or below 200% of the Federal Poverty Level and are without insurance coverage

Home Repair Assistance

  • North Carolina Housing Finance Agency (NCHFA) helps low-income homeowners who need urgent repairs, accessibility modifications, comprehensive rehabilitation or energy-related home improvements by providing funds to local governments and nonprofit organizations which provide these services.  Programs offered are: Single-Family Rehabilitation Program, Urgent Repair Program, Displacement Prevention Partnership and Duke Home Energy Loan Pool

Emergency Assistance

  • Families who are experiencing a financial emergency may be eligible for financial help to pay for housing and utilities.
  • Families that meet the following criteria may be eligible for Emergency Assistance: The family must have a child who lives with a relative as defined for Work First Family Assistance and who meets the age limit for Work First cash assistance; Total income must be at or below 200% of poverty level; and Family’s statement is acceptable for citizenship and identity unless it is questionable.

Food and Nutrition Services

  • Food and Nutrition Services (FNS) is a federal food assistance program that helps low-income families. In North Carolina monthly allotments of FNS benefits are issued via Electronic Benefit Transfer cards (EBT cards). The purpose of Food and Nutrition Services is to end hunger and improve nutrition and health. It helps eligible low-income households buy the food they need for a nutritionally adequate diet.
  • The assistance is entitled to all eligible individuals and families that can be used to purchase most foods at participating stores.
