  • Are you having difficultly affording safe utility service? There are a number of programs that may be available to help. Depending on where you live, how many people are in your household and how much money you make, you may be eligible for assistance. Contact your utility company for additional information on the specific programs they have available.

Here is a list of state bill assistance programs. Municipal government or non-profit organizations may also offer bill assistance options.

Mortgage and Foreclosure Aid

  • Texas Foreclosure Prevention Task Force purpose is to reduce home mortgage foreclosures and the impact of foreclosure on Texas families and communities.  In cities and States with high rates of foreclosure, the NeighborWorks® Center for Foreclosure Solutions works with local leaders and local nonprofit organizations to create sustainable foreclosure intervention programs.
  • Help support existing efforts and initiatives to reduce foreclosures in Texas as well as grow this statewide initiative and public awareness campaign.

Food Stamp Program

  • The SNAP food benefits (used to be called food stamps) helps people with low incomes and resources buy the food they need for good health. SNAP benefits are given to a single person or family who meets the program’s requirements. HHSC sends a renewal application to a family getting SNAP before the end of each benefit period. Most benefit periods last for 6 months but some can be as short as 1 month or as long as 3 years.

Temporary Assistance for Needy Families

  • Temporary Assistance for Needy Families (TANF) provides financial help for children and their parents or relatives who are living with them. Monthly cash payments help pay for food, clothing, housing, utilities, furniture, transportation, telephone, laundry, household equipment, medical supplies not paid for by Medicaid and other basic needs. The amount of the TANF payment depends on family size and income.

One-Time TANF

  • One-time TANF provides $1,000 in cash for qualified families in crisis which is only be given only once in a 12-month period.  People who can avail of this programs are those who lost their jobs, Lost their financial support for their children, For newly graduates who can’t find a job, Lost their home and lost of financial support because of medical emergency

One-Time TANF Grandparent Payment

  • $1000 Cash assistance is given to 45 years old and above grandparents who cares for their grandchild who’s also receiving TANF.  This cash assistance will only be given once and only one grandparent in the family can avail of this program.

Women’s Health Program

  • The Medicaid Women’s Health Program provides low-income women ages 18 to 44 with family planning exams, related health screenings and birth control through Texas Medicaid.

Children’s Health Insurance Program (CHIP) Prenatal Coverage

  • The Children’s Health Insurance Program (CHIP) prenatal coverage provides prenatal care for the unborn children of low-income women who do not qualify for Medicaid.  Once born, the child will receive CHIP benefits for the duration of the 12-month coverage period.

Children’s Medicaid and Children’s Health Insurance Program

  • Children in Texas without health insurance may be able to get low cost or free health coverage from the Children’s Health Insurance Program (CHIP) or Children’s Medicaid. Both programs cover office visits, prescription drugs, dental care, eye exams, glasses, and much more.
  • Families with children who get Children’s Medicaid pay nothing and children with CHIP pay no more than $50 a year for health care coverage. Some families with CHIP also may need to pay co-pays for some services.

Comprehensive Energy Assistance Program (CEAP)

  • The Comprehensive Energy Assistance Program (CEAP) is designed to assist low-income persons with energy assistance.
  • The primary goal of the Texas Comprehensive Energy Assistance Program is fourfold:
    to assist a household in developing goals for energy self-sufficiency through case management and a co-payment utility plan; to provide relief to low-income elderly and disabled households most vulnerable to the high cost of energy from home heating and cooling; To provide assistance in an energy related crisis; and to address inefficient home heating and cooling appliances through a retrofit, repair and replacement program.
  • Priority shall be given to households with the lowest incomes that pay a high proportion of their income for residential energy. Priority populations are the elderly, disabled and families with young children under six years of age.

Lite-up Texas

  • The Lite-Up Texas program is designed to help qualified low-income individuals reduce the monthly cost of electric service.
  • An electric customer is qualified if the customer is currently receiving: Medicaid and SNAP. Otherwise, individuals can still qualify in the program if household income is at or below 125 percent of the federal poverty guidelines.
