The Citizens Energy Oil Heat Program

  • has delivered millions of gallons of discount home heating oil to poor and elderly households in Massachusetts and other cold weather states since 1979.  This unique program helps protect needy families from volatile heating oil prices, which often leave households having to choose between heating the home and paying for other life essentials, such as food, health care, or clothing.

Depending on where you live, how many people are in your household and how much money you make, you may be eligible for assistance. Here is a list of state bill assistance programs. Municipal government or non-profit organizations may also offer bill assistance options.

Prince William County Prescription Discount Card

  • This Prince William County Prescription Discount Card is being produced to help all Americans cut their prescription drug cost.

Virginia Family Access to Medical Insurance Security

  • FAMIS is Virginia’s program that helps families provide health insurance to their children. Health insurance is important to make sure that kids are able to get all the help they need to grow up healthy. FAMIS stands for Family Access to Medical Insurance Security.

General Relief

  • GR gives you either ongoing or emergency help. Think of GR as a last resort, when you have no other means. GR is paid for through state and local funding. GR may help with: Medical or dental services; Burial expenses; Assistance for unattached children; and Temporary assistance

Temporary Assistance for Needy Families

  • Eligible families receive a monthly cash assistance to support their daily and basic needs.  Qualified child must be:  Under age 18, or if 18, will graduate from high school before age 19; Going to school regularly if he is between the ages of five and 18; Living with a parent or other relative; and a U.S. citizen or an eligible immigrant

Food Stamps

  • Food Stamps are like cash to buy certain foods from approved stores. Approved stores will display either the Quest logo or a picture of a Virginia EBT card.
  • Once a Food Stamps account is started for your household, automatic deposits are put into your account each month. To use the account, you will also get an EBT Card.
  • Each time you buy approved foods, the EBT Card will deduct the amount from your account.

Virginia State Employee Loan Program

  • This program is available to active, classified full-time non-probationary employees who have been employed with the Commonwealth for at least 12 months. Employees who are paid on a monthly or semi-monthly (1st and 16th) are eligible for this program.  At this time, employees of Independent agencies, wage employees, and employees on disability are not eligible.

Energy Assistance

  • The EA Program assists low-income households, particularly those with the lowest incomes that pay a high proportion of household income for home energy.

Fuel Assistance

  • The purpose of Fuel Assistance is to help eligible households with the cost of home heating. It is designed to help offset this expense rather than to pay all of it. This program can also help with furnace re-starts, late charges, delivery charges, installation charges, and connection or re-connection fees.

Crisis Assistance

  • Crisis Assistance helps eligible households when Fuel Assistance or other resources cannot meet the need. It is intended for emergency situations such as lack of heat, utility cut-off is imminent, and inoperable or unsafe heating equipment. Types of Crisis Assistance may include: payment of utility security deposit; purchase of portable space heater; purchase of primary home heating fuel; payment for emergency shelter; payment of primary heat utility bill; repair of heating equipment; replacement of heating equipment; and/or provision of supplemental heating equipment/maintenance.

Cooling Assistance

  • It is an energy assistance that helps with cooling emergencies that result from extreme heat.
  • Eligible individuals must be: with certain income and citizenship; the household must contain at least one vulnerable person (aged 60 or over, child under six or a disabled individual) and there must be a cooling need.
  • The following types of assistance are available if the eligibility conditions are met and the assistance will ensure cooling: purchase or replace and install an air conditioner; repair a central air conditioning unit or heat pump; payment of an electric utility security deposit; payment of the electric bill to operate the cooling equipment.
