The Citizens Energy Oil Heat Program

  • has delivered millions of gallons of discount home heating oil to poor and elderly households in Massachusetts and other cold weather states since 1979.  This unique program helps protect needy families from volatile heating oil prices, which often leave households having to choose between heating the home and paying for other life essentials, such as food, health care, or clothing.

Bill Assistance Programs

BadgerCare Plus

  • BadgerCare Plus is Wisconsin’s health care program that has been streamlined to provide affordable access to health care for 98% of the State’s citizens. The program provides access to health care coverage to many children and pregnant women.
  • BadgerCare Plus has two benefit plans, the Standard Plan and the Benchmark Plan.
  • Standard Plan – Covers children, parents and caretaker relatives, young adults aging out of foster care, and pregnant women with incomes at or below 200% of the Federal Poverty Level (FPL).
  • Benchmark Plan – Covers children and pregnant women with incomes above 200% of the FPL and certain self-employed parents, and other caretaker relatives (grandparents, aunts/uncles, taking care of a child when the parent is not living with the child.

The Emergency Food Assistance Program (TEFAP)

  • The Emergency Food Assistance Program (TEFAP) is a federal program that provides food at no cost to low-income Americans in need of short-term hunger relief. The U.S. Department of Agriculture’s Food and Nutrition Service (FNS) makes food products (commodities) as well as storage and distribution grants available to State Agencies and Indian Tribal Governments. The State Agencies that manage TEFAP distribute the product to qualifying emergency food organizations (EFOs), including—food banks, church pantries, soup kitchens, emergency shelters, and Community Action Agencies—which distribute the food directly to those in need or use it to prepare meals.

Focus On Energy

  • Focus on Energy works with eligible Wisconsin residents and businesses to install cost effective energy efficiency and renewable energy projects. Focus information, resources and financial incentives help to implement projects that otherwise would not be completed, or to complete projects sooner than scheduled. Its efforts help Wisconsin residents and businesses manage rising energy costs, promote in-state economic development, protect our environment and control the state’s growing demand for electricity and natural gas.

FoodShare Wisconsin

  • FoodShare Wisconsin was created to help stop hunger and to improve nutrition and health. FoodShare helps people with limited money buy the food they need for good health.
  • Each month, people across Wisconsin get help from FoodShare. They are people of all ages who have a job but have low incomes, are living on small or fixed income, have lost their job, retired or are disabled and not able to work.

Health Insurance Risk Sharing Program (HIRSP)

  • HIRSP is a Wisconsin non-profit that’s been helping people get health insurance for over 30 years.  If you’re eligible, you can choose from multiple health plans and select your own doctor from a vast statewide network.
  • The mission of the HIRSP Authority is to provide access to high quality, affordable healthcare for all eligible Wisconsin residents.
  • If you have a medical condition that’s preventing you from getting health insurance or have lost your employer-sponsored coverage, you may still qualify for great benefits through HIRSP, the Health Insurance Risk Sharing Plan.

Keep Wisconsin Warm Fund (KWWF)

  • The Keep Wisconsin Warm/Cool Fund is a statewide, non-profit, public/private partnership that steps in and keeps the heat and power on for thousands of families in crisis. Many of these households pay between 50-60% of their monthly income toward energy costs.
  • 95% of those helped by KWW/CF are elderly, disabled or families with young
    children. The Keep Wisconsin Warm/Cool Fund is committed to providing a
    safety net for these most vulnerable populations.

Senior Care

  • SeniorCare is Wisconsin’s Prescription Drug Assistance Program for Wisconsin residents who are 65 years of age or older and who meet enrollment rules.
  • SeniorCare can help by making prescription drugs more affordable. It makes easier for seniors to obtain the medicine they need for a healthier life.
  • Enrollment Requirements Include: Must be a Wisconsin resident; Must be 65 years of age or older; Must pay a $30 annual enrollment fee per person; only income is counted. Assets, such as bank accounts, insurance policies, home property, etc., are not counted.

Wisconsin’s ForwardHealth

  • Wisconsin’s ForwardHealth Medicaid Plans for Elderly, Blind or Disabled are for those who are aged 65 or older, blind or disabled; have a family income at or below the monthly program limit; and who are United States citizens or legal immigrants

Wisconsin Shares Child Care Subsidy Program

  • Wisconsin’s Child Care Subsidy program, Wisconsin Shares, helps families pay for child care. If the parent is eligible, child care can be subsidized for children under the age of 13 (up to 19 if special needs).
  • A parent, a foster parent, relative, or person acting in place of a parent, who is eligible for child care subsidy, must participate in one of the following activities:  Unsubsidized work; attend high-school (if a teen parent under 20 years of age); participate in W-2 employment program; participate in employment skills training and continue being in unsubsidized employment; participate in Food Stamp Employment and Training work search or work experience programs; and are a W-2 applicant participating in up-front job search, training, or orientation activities.

Wisconsin Home Energy Assistance Program (WHEAP)

  • The Wisconsin Home Energy Assistance Program (WHEAP) provides assistance for heating costs, electric costs, and energy crisis situations. Operating with federal and state funding, the program provides assistance to approximately 225,000 Wisconsin households annually.
  • Most types of fuel are eligible to receive assistance. Whether you use wood, propane, natural gas, electricity, or fuel oil to heat your home, energy assistance is available if you qualify.
